Department Overiew

Pact is recruiting a Civic Engagement Advisor for an anticipated entrepreneurship and civic engagement project in Cambodia. This project will focus on supporting women and girls to access the knowledge, tools, and resources necessary to succeed in the marketplace, and to enable constructive civic engagement. The overall goal of the project is to see women and girls improve their socio-economic status.

Position Purpose

The Civic Engagement Advisor will provide technical and strategic oversight for programming in support of providing women and youth with the knowledge, tools, and resources necessary to engage with key stakeholders about a range of socio-economic issues. The Advisor will work with an implementing team to develop and influence project activities that support community groups to be engaged participants in decision making processes. The Advisor will work closely with other senior management and will be part of the Senior Management Team. The position is contingent upon award.

Key Responsibilities:
  • Oversee and lead day-to-day implementation of the project technical activities related to civic engagement and community participant in decision-making processes.
  • Support research processes throughout the life of the project that focus on civic engagement.
  • Develop and maintain strong relationships with host country government, civil society organizations, private sector partners, and other relevant stakeholders.
  • Ensure that project activities reflect innovative and impact-driven practices and provide technical quality assurance through training, mentorship, technical support, and capacity building.
  • Represent Pact at conferences, working groups, and meetings to support Pact’s thought leadership in civic engagement in Cambodia and the region.
  • Promote knowledge sharing and learning in project activities, and among staff and project stakeholders.
  • Ensure compliance with donor, Pact, and project-specific policies.
  • Perform other duties as assigned.

Basic Requirements

  • At least 5 years of experience managing and implementing women’s and youth’s empowerment and/or civic engagement programs in Cambodia.
  • Demonstrated knowledge and experience in key areas and concepts of civic engagement, including community organizing, leadership/soft skills development, and social accountability.
  • Experience working to organize and support youth and women for development outcomes, including economic empowerment.
  • Successful track record in working with multiple stakeholders, including civil society, private sector, and government actors.
  • Bachelor's degree in a relevant field, such as political science, public administration, public policy.
  • Professional level English ability - both written and oral.

Preferred Qualifications

  • Experience managing donor-funded programs and project staff.
  • Fluency in Khmer strongly preferred.
  • Experience working on USAID contracts and cooperative agreements.
