Department Overiew

Pact is recruiting a Women’s Empowerment Advisor for an anticipated entrepreneurship and civic engagement project in Cambodia. This project will focus on supporting women and girls to access the knowledge, tools, and resources necessary to succeed in the marketplace, and to enable constructive civic engagement. The overall goal of the project is to see women and girls improve their socio-economic status.

Position Purpose

The Women’s Empowerment Advisor will provide advice and guidance to senior management for programming that provides women and girls with the knowledge, tools, and resources necessary to succeed as entrepreneurs, and to strengthen civic engagement processes and practices. The Advisor will guide an implementing team to develop and implement services that support entrepreneurship, MSME development, strengthening of entrepreneur and business associations, and other strategic initiatives linked to economic empowerment, as well as to support community-led structures that enable constructive citizen engagement across multiple actors. The Advisor will work closely with other senior management to ensure that all project services are designed in a gender aware manner. The Advisor will be part of the Senior Management Team. The position is contingent upon grant funding.

Key Responsibilities:
  • Advise and assist other senior management team members on integrating gender awareness into the design of all project services for women and youth entrepreneurs and civic leaders.
  • Work with technical staff to design activities that do no harm to women and girls.
  • Support research processes during project inception and throughout the life of the project focusing on women’s empowerment.
  • Advise and mentor project partner organizations around gender aware services and approaches for supporting women and girl entrepreneurs and leaders.
  • Develop and maintain strong relationships with entrepreneur community in Cambodia, private sector partners, civil society organizations, host country government, and other relevant stakeholders.
  • Represent Pact at conferences, working groups, and meetings to support Pact’s thought leadership in entrepreneurship and civic engagement in Cambodia and the region.
  • Promote knowledge sharing and learning in project activities, and among staff and project stakeholders.
  • Perform other duties as assigned.

Basic Requirements

  • At least 5 years of experience supporting women’s and/or girl’s socio-economic empowerment, in Cambodia.
  • Demonstrated practice of applying key concepts of gender awareness to program design, in order to influence project services or activities.
  • Successful track record in working with multiple stakeholders, including civil society, private sector, and government actors.
  • Bachelor's degree in a relevant field, such as political science, public administration, public policy.
  • Fluency in Khmer and professional level English ability - both written and oral.

Preferred Qualifications

  • Experience managing donor-funded programs and project staff.
  • Fluency in Khmer strongly preferred.
  • Experience working on USAID contracts and cooperative agreements.
